SAMSA Act up for amendment


The Department of Transport has published the South African Maritime Authority (SAMSA) Amendment draft Bill for public comment.

The Parliamentary Monitoring Group says comments can be emailed to Trevor Mphahlele by not later than May 22.

The Bill will seek to amend the South African Maritime Safety Authority Act of 1998 in order to “modify two definitions”, to further regulate the constitution and operation of SAMSA and to introduce consistency with the Public Finance Management Act.

Other objectives are to reconstitute the Maritime Fund within the accounts of the Authority and to further regulate statutory protections to the Authority, its Board members, staff and other persons acting on its behalf and to enable the making of marine rules by the Authority.

CEO Tsietsi Mokhele last month mooted the changes at the SA Navy`s 3rd Sea Power for Africa Symposium in Cape Town.

The draft Bill follows the publication of a draft Merchant Shipping Amendment Bill for public comment at the beginning of the month.
