Department of Military Veterans annual report will be late


Defence and Military Veterans Minister Nosiviwe Mapisa-Nqakula this week informed Parliament the annual report of the military veterans side of her Ministry would not be tabled in accordance with the Public Finance Management Act.

The reason for the delay, according to the Minister, is that the chief financial officer in the Department of Military Veterans (DMV) was placed on special leave at the beginning of August pending disciplinary action. This was brought to the attention of National Assembly Speaker, Baleka Mbete by a letter submitted by Mapisa-Nqakula.

Opposition Democratic Alliance (DA) party shadow deputy minister of defence and military veterans, Shahid Esau, said in a statement Mapisa-Nqakula conceded Tsepe Motumi, DMV director-general, had been issued with a final warning following the outcome of an internal forensic investigation. The investigation followed allegations of procurement irregularities in the DMV.

Motumi and Deputy Director-General: Corporate Services Major General Lifeni Make were placed on special leave in April when the forensic investigation started. Both were reinstated after three months.
“The director-general’s return to work is to be accompanied by an undertaking on his part to implement the findings of the report (on the forensic investigation) with immediate effect,” Mapisa-Nqakula said in August.
“The delay in tabling reports is clear evidence the DMV is in meltdown,” Esau said, adding it was in “a shambles and not able to provide care to thousands of military veterans who are in desperate need”.

The Esau statement refers only to the DMV annual report and accompanying financial statements.

The previous annual report issued under Mapisa-Nqakula’s hand was for the Department of Defence and Military Veterans for the 2012/13 financial year.

Department of Defence head of communications, Siphiwe Dlamini, had, at the time of publication, not responded to a defenceWeb question on when the department’s annual report for the 2013/14 financial year will be available.
