Mr J Selfe (DA) to ask the Minister of Correctional Services:
(1) Whether any progress was made in respect of the procurementof four correctional facilities through Private

Public Partnership (PPP); if not, why not; if so, (a) what are the relevant details and 9b) what are the
benefits of the PPP model;

(2) Whether there has been any policy shifts or reviews regarding the PPP model; if not, why not, if so,
(3) Whether these policy shifts or reviews will have any impact on (a) qualified bidders

REPLY
(1) (2) (3) (4) (5) Last year I requested a review of the policy guiding the procurement of new facilities through the PPP model. This was with a view of ensuring in the main that a variation of the bids be made to allow for the state to maintain control of the operational responsibility of its core business namely custodial services, offender security, offender management and rehabilitation.

Since then communication has been sent to the bidders regarding the compulsory variation of bids.

This process was is at a stage of delicate negotiation with the bidders to finalise an agreement of
the variation as well as the bid expiry period. It is for this reason that details relating to the process
cannot be given at this stage as this may compromise our position during the negotiations.



I will however be ready to respond to provide details to Parliament once this process has been completed.
