(1) Whether his department and any of its entities has (a) purchased or (b) leased any buildings for administration

(i) in the (aa) 2008-09 and (bb) 2009-10 and (ii) for the 2010-11 financial years; if not, why not; if so, in each case, (aaa) what is the cost of the building, (bbb) what is the size of the building, (ccc) why was it bought or leased, (ddd) what will be its use, (eee) who will occupy it and (fff) approximately how many persons will occupy the total space of each building;
(2) whether his department and any of its entities intends purchasing or leasing any buildings for administration for the (a) 2011-12, (b) 2012-13 and (c) 2013-14 financial years; if not, why not; if so, in each case, (i) what is the cost of each building, (ii) what is the size of each building, (iii) why will it be bought or leased, (iv) for what will it be used, (v) who will occupy it and (vi) approximately how many persons will occupy the total space of each building? No, the Department of Transport did not purchase any building in the 2008-09, 2009-10 or the 2010-11 financial years.
(b)

Forum Building was leased from 1 November 2000 to 31 October 2010 for administrative purposes and houses the Department’s Head Office.
(i) (aa) 2008-09 : No new leases

A new lease has been signed by the Department of Public Works for DoT to stay at Forum Building for a further 5 years with an option of extension to 10 years, effective as from 1 November 2010.
(aaa) The cost of the current lease is R18 258 513.19 (per annum: 2008/9)
(bbb) Size of the Building: Office Space 18118m² , Stores 4805m² and 187 Parking Bays. The Forum building also houses SAPS staff.
(ccc) Office and storage space leased for the purposes of housing the Department’s Head Office.

A new lease for a period of 5 years, extendable to 9 years and 11 months has been concluded for Forum Building commencing 1 November 2010.

(ccc) Office and storage space leased for the purposes of housing the Department’s Head Office, and its new structure

Airports Company South Africa Limited (ACSA)
(1)No new lease was concluded during the years under review. All ACSA Business Units occupy company owned buildings other than for the Corporate Office. The Corporate Office has been occupying the leased property since ACSA’s incorporation in 1994.

The lease was renewed in 2008 effective from 01 June 2008 to 31 May 2011. The cost of rent is R597 522 per month for 4691 sqm office space. As per above, the building is occupied by Head Office Staff (approximately 200 people).
(2) The company will review the needs of the business prior to the termination of the lease and extend the lease term where appropriate.

Air Traffic and Navigation Services Limited (ATNS)
(1)(a) No.
(b) (i) (aa), (bb) and (ii)

Yes, the lease was renewed from 01 October 2008 to 30 September 2012 for administration purposes.
(aaa)

The cost is R 200,180.74 per month, escalating at 9% per annum.
(bbb)

The space occupied is 3148 square metres.
(ccc), (ddd), (eee) and (fff)

It is used to accommodate approximately 200 support staff to carry out all administrative functions related to the work of the Agency.
(2)The ATNS intend to move to a new office space in 2011/12 due to increase of the support staff. The size of the building will be 3092 square metres, costing R 309 200 per month. The increase on cost compared to the current building is that the new building is in a prime area and of a higher grade. The grade for the current building is “C”

NOTES
1.The suitable sizes of the building to be purchased are currently being worked based on the numbers that the space must accommodate and in that determination we will be guided by professionals in terms of the actual size required.
2.The buildings currently being occupied by SAMSA are too small for the number of staff members working in them. As SAMSA’s mandates have grown over the last few years, the buildings cannot accommodate the activities of the business such as offices, examination rooms, board rooms, shortage of bathrooms, among other things.
3.The study on the numbers and size of the facilities to be accommodated has not been concluded.
4.The costing of the buildings intended for purchase has not been concluded as well.

South African National Roads Agency Limited (SANRAL)
(1)SANRAL has not bought or leased any buildings in the financial years listed in the question.
(2)SANRAL does not intend to purchase or lease any buildings in the upcoming financial years.

Passenger Rail Agency of South Africa (PRASA)

The then South African Rail Commuter Corporation (SARCC) and PRASA have leased various buildings over the years for operational and administrative purposes. It must be borne in mind that PRASA was launched publicly eighteen months ago, and as part of the consolidation process PRASA has also been consolidating and rationalising its accommodation through its modern accommodation policy. PRASA is currently integrating its businesses into common buildings. The leasing of buildings that belong to third parties is being eliminated over time in an endeavour to optimize the assets within PRASA’s portfolio.

2)Based on the operational and administrative requirements which may come as a result of the implementation of the National Rail Master Plan and the secondary mandate of leveraging the PRASA asset base, there may be office accommodation requirements (purchased and/or leased) which will be assessed on a case by case basis with more accurate information provided before the beginning of each financial year.

Road Accident Fund (RAF)
(1)The table attached as Annexure A indicates the answers to the questions raised above. It is important to understand that the RAF has been conducting its business since its inception in office space that had been leased throughout the years. Based on operational requirements, the various leases had been renewed as and when it expired. Currently, the RAF owns one premise where the Head Office is situated in Menlyn, Pretoria, which had been acquired in 2007.

The RAF is in the process of rolling out its new operating model that will increase it’s footprint across the country materially in order to improve it’s accessibility and service delivery to the public at large in the next few years. The RAF presented the elements of the New Operating Model to the Portfolio Committee on Transport over the past four years; the New Operating Model forming part of its three year rolling strategic plan.

Except the offices that are indicated in the attached Annexure, the RAF has a presencein some 60 provincial hospital based offices for which no rent is currently payable.
(2) The premises as highlighted in the answer to 1 above will be occupied for the financial years that are indicated. In addition, the RAF might enter into additional lease agreements in order to expand it’s footprint for the 2012/13 and 2013/14 financial years across the country. At this stage, the details of such leases are not yet available.
