DoD, police and prisons owe R400 million to municipalities

The Department of Public Works says national departments including the Department of Defence and Military Veterans (DoDMV), the police and the prisons system owe local municipalities some R673 million in service charges as of March 2010. Of this over R400 million are owed by the security departments.

The Democratic Alliance’s Standing Committee on Public Accounts (SCOPA) spokesman Mark Steele says these “debts to municipalities significantly hamper the ability of local government to deliver basic services to communities.”



He adds the amounts owed to municipalities by certain national departments “are quite astounding”. Steele says six national departments owe more than R25 million:

  • R 164 million owed by the Department of Defence and Military Veterans
  • R 133 million owed by the Department of Correctional Services
  • R 116 million owed by the South African Police Services (SAPS)
  • R 87 million owed by the Department of Justice and Constitutional Development
  • R 43 million owed by the Department of Home Affairs
  • R 28 million owed by the Department of Public Works
